cursor disappears iMac

I lose my mouse/cursor functionality whenever a window pops up on the screen i.e. when I try to close a window and the save window pops up. I lose my cursor and can not select an option. Also if I try to open a file and my finder window pops up... you guessed it. I lose my cursor. I'm using a 2017 iMac with a Wacom Intuos Pro.

This has been an ongoing problem for me as well. And it seems to be getting worse. Originally it was just the system dialog boxes in PSS i.e. Open, save, etc. But now it happens when I switch to other applications: Photoshop, Mail, Safari, pretty much anything, and I have to option click on the screen or hide PSS to show the cursor again. I don't remember exactly when it started, but it seems to me it may have been around the time the new graphics engine was introduced.
