issues with zoom out function ?

I don't really know how to put this
In every canvas i opened , if the scale is below 1 , there will be a red-ish filter over the canvas
(like this )
and this is the original color
if you notice , the navigator box is also red
and the farther from 1 the redder it become (?) , like i said , a red-ish filter
Does anyone experience the same issues ? I did tried to change the setting but came out with nothing
