rescale issue

If you enable 'scale to normal on select' on some panels there are issues with the normal functions of these panels. For example if you enable these function on the brush panel you can't move or organize the brush list in the panel. Also in the swatches panel there looks like a little bug if you insert your colours and have enabled this option. Maybe there are more such little bugs, so please check this option out

I have also a little suggestion to the rescale option, because if you want to make a bar on the side with this option on the panels it looks a little bit creepy -> The line of the bar is above the panel
So i want a feature that allows you to scale the complete bar to normal on select and always when it isn't selected there is only a small bar where you see what panels are on these bar but not all details of the panels. Would be a nice feature for the UI
