Reasoning for that is as follows.
I often use quick temp layers.
Making bunch of them in process, some I test toggling them ON/OFF, when I like the look I stop testing and go back to work.
Often I disable some layers when I'm ok with what I see I just want to quickly merge my temp layers.
Need for first selecting and deleting hidden layers is work-flow braker. Even more in Paintstorm because we don't have multi layers select/edit in layer stack yet.
