I can't understand why brush applies strong texture only to transparent pixels (non colored parts) of layers. May be it depends from specific texture plus "texture mode"? How to make it right?

it's happening because "subtract" mode depending on the color amount and if you drawing above some painted area brush loading a paint. If you don't want to depend on color amount use Multiply mode:
(texture contrast is 100 at this example, but usually, texture strength controlled by opacity or texture strength with pen pressure)
